Several channels are involved
Interest rates affect household borrowing capacity, investors’ cost of capital and project feasibility. Their relationship with house prices is neither automatic nor immediate: income, employment, available supply, expectations and lending conditions also matter.
Purchasing power and access to credit
For a given monthly budget, a rate change can alter the amount a household can borrow. Transmission nevertheless depends on maturity, the deposit, the interest-rate structure and lender criteria. Market analysis should distinguish interest in purchasing from demand capable of completing a transaction.
Investment returns and development
Debt costs and discount rates influence the value of investment cash flows. In development, interest rates interact with construction schedules and sales absorption. A financing change may simultaneously affect margins, equity requirements and the decision to launch a phase.
Why prices respond differently
An unresponsive supply pipeline can constrain the quantity response. Markets with a higher share of buyers who rely less on borrowing may react differently. National averages therefore need local and segment-level interpretation. The ECB identifies housing as a channel through which monetary policy is transmitted; the size and timing of the effects require market-specific analysis.
Monitoring the market
Combining rates on new loans and outstanding mortgages with lending volumes, transactions, prices, rents, permits and completions helps avoid conclusions based on a single indicator. Banco de Portugal’s statistical release for August 2026 illustrates the distinction between new contracts, renegotiations and interest-rate types. Feasibility analysis should jointly test interest rates, costs, absorption and prices, making its assumptions explicit.
